When billing a request that involves placeholders, there should only be one entry for the 'Placeholders' element of a task. This will include the time taken to create the placeholders and the time taken to link them (if they contain hyperlink references, some may just be intentionally left blank). 

It is important to note that the links on placeholders are not billed as 'Autolinks' - placeholders are a solution provided by Opus to resolve issues with duplicate documents on the platform and therefore enforcing this linking costs would be unjustified. 

In essence you should view the time taken to create and link placeholders as the 'Placeholders' component of the tasks and then treat these placeholders as documents for the purpose of billing. This means if you upload 100 placeholders to a new Bundle Q on the platform and link them, the task would have two billing entries as follows:

Similarly, if the placeholders are inserts into an existing bundle the second entry would be “Inserts” rather than uploads and billed in the normal way, as if they were standard documents inserted to a bundle.
